LEGAL SERVICES FOR CRANDALL PUBLIC LIBRARY

Quotes Due: Monday, August 4, 2025, 3:00 p.m.
1. INTRODUCTION
Crandall Public Library (the “Library”) is seeking quotes for qualified and experienced law firms or attorneys to provide legal services on an as-needed basis. The successful applicant will be required to perform legal services for the Library in a variety of areas including, but not limited to, contracts, employment law, public records law, litigation, and other matters related to the operations and governance of the Library.
This Request for Quotes (RFQ) is issued in accordance with New York State’s (NYS) General Municipal Law (GML) Article 5, and all submissions must comply with the requirements outlined herein. Furthermore, this RFQ meets Crandall Public Library’s own procurement policy.
2. SCOPE OF SERVICES
The scope of legal services required by the Library includes:
- Providing legal advice and counsel to the Library’s Board of Trustees and administrative staff.
- Reviewing and/or drafting contracts and other legal
- Representing the Library in litigation and administrative
- Providing advice on public records and Freedom of Information Law
- Advising on employment-related matters, including employee rights, labor disputes, and personnel policies.
- Reviewing policies and procedures to ensure compliance with state and federal

3. ELIGIBILITY CRITERIA
To be eligible to submit a quote, the law firm or attorney must:
- Be licensed to practice law in the State of New
- Have at least familiarity in providing legal services to public entities, specifically libraries or government organizations, and the nonprofit sector.
- Demonstrate expertise in the relevant areas of law, including public entity law, employment law (including NYS Civil Service), and public records law.
- Comply with New York State requirements to do business in the state.
4. QUOTE SUBMISSION REQUIREMENTS
Quotes must be submitted by Monday, August 4, 2025, 3:00 p.m. to the following address

The following documents must be included with the quote:
- Cover Letter – A letter of introduction summarizing the qualifications and experience of the firm.
- Firm Profile – A brief description of the firm’s background, including the number of years in practice, areas of expertise, and experience with public
- Attorney Profile(s) – The resume(s) of the primary attorney(s) who will provide services to the Library, detailing their relevant experience and
- References – At least three (3) references from public or nonprofit sector clients for whom the firm has provided similar services in the past three (3)
- Fee Quote – A detailed fee structure outlining hourly rates, retainer fees, and any additional costs for services provided.
5. EVALUATION CRITERIA
Quotes will be evaluated based on the following factors:
- Experience and qualifications of the law firm/attorneys.
- Familiarity with legal issues specific to public libraries, government entities and nonprofits.
- Reasonableness of the proposed fee
- References from previous public sector
- Compliance with New York’s and Crandall Public Library’s purchasing laws and

- All quotes submitted in response to this RFQ shall be considered public records under New York’s Freedom of Information Law and may be subject to disclosure.
- The selected firm will be required to enter into a professional services agreement with Crandall Public Library, outlining the terms of engagement and compensation.
